Building Permit Checklist Victoria: Documents You Need
Form 1, drawings, insurance, BAL and the documents NEBA needs before issuing a Victorian building permit.

A complete application is the fastest path to a Victorian building permit. This checklist covers the documents North East Building Approvals typically needs as your relevant building surveyor. Exact requirements depend on the project, site and class of building.
Core application documents
- Form 1 (application for building permit), completed and signed by the owner or authorised agent
- Owner details and property address matching title
- Builder details, or owner-builder nomination where applicable
- Estimated cost of the building work
- Copy of title / plan of subdivision and any relevant covenants or easements

Drawings and specifications
- Architectural drawings: floor plans, elevations, sections, site plan with setbacks and levels
- Structural drawings and computations stamped by a suitably qualified engineer where required
- Specifications and schedules (materials, energy, bushfire where relevant)
- Stormwater / drainage design notes where the design requires them
Insurance and protection works
- Domestic building insurance (DBI) / Home Warranty certificate when a registered builder is engaged for domestic work above the threshold
- Owner-builder certificate of consent from the Victorian Building Authority when you are building as an owner builder (where required)
- Protection works notices and responses if adjoining property may be affected
Site-specific reports (when triggered)
- Bushfire Attack Level (BAL) assessment for bushfire-prone land
- Soil / geotechnical report for footing design
- Flood, termite, acoustic or heritage reports where overlays or design require them
- Planning permit (or written confirmation that planning permission is not required) when section 24 of the Building Act applies
- Report and consent from council or other reporting authority where Regulations require it

After the permit is issued
Keep the endorsed documents on site. Notify NEBA at each mandatory inspection stage listed on the permit before covering the work. That is how you stay on track for a certificate of final inspection or occupancy permit.
